This paper discusses the prospects of establishing a code of conduct (CoC) for armed and security forces in Africa. It accounts for the evolution of the draft CoC and examines its relationship to similar initiatives, placing it within the context of general trends in civil-military relations in Africa. The author compares the draft African CoC to the OSCE CoC, and outlines the extent to which the latter was a model for the former. The paper concludes with a set of policy recommendations aimed at strengthening the agenda of democratic control of African armed forces.
