This paper aims to present and analyze defense reform processes in the Western Balkans. The author focuses on various elements of the reform process, such as the adoption and implementation of strategic-doctrinal documents, and the rightsizing and modernization of armed forces. He also considers changes within the Southeast European security environment. After examining in detail the individual reform processes of several countries in the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, Macedonia, and Serbia and Montenegro), the paper concludes with a look at the further steps necessary to promote defense reform in the region.
