This paper examines the role played by parliaments in ensuring democratic accountability for the use of national armed forces under the aegis of international institutions. The authors argue that parliamentary accountability for the use of force is problematic at both the international and national level, creating a "double democratic deficit". The paper analyzes the problems, discusses the issue of accountability at the national level as well as in selected international institutions, and concludes with a number of policy recommendations aimed at reducing the double deficit.
