This paper examines Kenya's social protection programs with special focus on cash transfers. Government attitudes towards Cash Transfer (CT) and non-cash social protection programs are examined and the evolution, coverage and other features of the existing CT programs in the country are detailed. The roles of government and developmental partners, and the influence of domestic and external actors on social protection policies are explained. The estimated costs and affordability of CT programs are discussed and the political economy and the overall ownership of the implementation of the CT program are explored.
