This report details the political economy of the controversial Mchinji Cash Transfer Scheme (MCTS) in Malawi. It is one of three studies part of the ODI's research study (2006–09) on “Cash Transfers and their Role in Social Protection”. The study examined the political economy of cash transfers by reviewing the three linked questions of affordability, sustainability and acceptability through an exploration of the attitudes of key stakeholders, whose actions influence policy selection and implementation. The study assesses how the interaction between politics and economics affects the efficacy of Cash Transfer Schemes (CTS) in reducing poverty and vulnerability among the poorest of the poor.
