This paper explores the the governance and political economy of the water supply sector in Ethiopia. In order to better understand governance dynamics, this study pilots the Department for International Development's (DFID) Capability, Accountability and Responsiveness (CAR) framework and combines this with political economy (PE) insights. The CAR reviews sector governance in terms of state capability, accountability and responsiveness. PE approaches can build on this analysis by helping better understand why governance is as it is, identifying some key political drivers that drive or block change.
