With reference to case studies in Uganda and Zambia, this paper examines the relationship between aid effectiveness and accountability in the health sector. Firstly, the key actors are identified and their relationships to each other are untangled. Secondly, the mechanisms for managing aid and ensuring accountability are examined and assessed. Thirdly, the level of access to information in the health care sector is discussed. Finally, the extent to which these factors are contributing to greater accountability for aid in the health sector is evaluated.
