This paper examines the role that gender plays in the implementation and effectiveness of social protection programs in Mexico. In particular, it focuses on a program called "Estancias Infantiles para Apoyar a Madres Trabajadoras" (Child Care Services for Working Mothers), which provides subsidized childcare services for economically active mothers in poor households.
