This paper examines the role that gender plays in the implementation and effectiveness of social protection programs in Ethiopia. In particular, it focuses on a program called the Productive Safety Net Programme, which reaches over 7 million chronically food-insecure individuals and aims to address poverty in female-headed households and encourage women‘s participation in public works activities. This paper analyses the extent to which gender-specific economic and social risks inform PSNP program design and implementation, with the aim of informing ongoing initiatives to strengthen the programme‘s effectiveness.
