This paper examines the role that gender plays in the implementation and effectiveness of social protection programs in Ghana. In particular, it focuses on a cash transfer program called Livelihood Empowerment Against Poverty (LEAP), which aims to address the care burden of women. This paper analyses the extent to which gender-specific economic and social risks inform LEAP program design and implementation, with the aim of informing ongoing initiatives to strengthen the program's effectiveness.
