This article discusses the implications of the Lisbon Treaty for the trade negotiations between the African, Caribbean and Pacific Group of States (ACP) and the European Union (EU). The Lisbon Treaty alters institutional arrangements and the distribution of responsibilities within the EU. Despite being an internal EU change it is certain to produce external effects. This article provides a preliminary guide to the potential areas of change and an assessment of how these might affect Commonwealth developing countries (including least developed countries and small vulnerable economies) and members of the ACP group.
