This study explores the ‘affordability’ of development targets in six key sectors in five low income countries in sub-Saharan Africa. The six key sectors under examination are health, education, water and sanitation, agriculture and infrastructure and the five low income countries in sub-Saharan Africa are Ethiopia, Kenya, Malawi, Mozambique and Uganda. ). It compares actual expenditure in each sector in these countries with target levels of expenditure set out in international agreements, focusing particularly on social protection.
