This publication seeks to draw the EU's attention to the issue of 'fragile states'. The paper offers a definition of the concept of fragile states and examines their importance for the EU. It also includes examples with case studies of Nigeria, Nepal and Georgia. The report ends with recommendations on how to address the problem of fragile states including a renewed security and defense policy, democracy-building, humanitarian action, development and trade policy.
