This report seeks to present the consensus view of participants attending an international conference on regional security cooperation in the American hemisphere. It discusses the promise for greater economic integration between the United States and Latin America, but also the concerns regarding the deteriorating security situation in a number of countries in the region, especially with regard to terrorism and transnational organized crime. The report also discusses several key issues and recommendations on these topics.
