This monograph provides both a conceptual framework for understanding the psychology of deterrence as well as policy guidance on how the United States can most effectively use it, above all as part of its national security strategy in the era of global terrorism. The author concludes that an adaptable and flexible military with robust land power is the only tool that can maintain deterrence.
