This study aims to develop an improved understanding of the merits of different aid instruments in addressing the specific challenges posed by fragile and conflict-affected states (FCAS) and in achieving state- and peace-building objectives. The analysis focuses on processes and arrangements underpinning aid instruments with a view to capturing how these interact with the dynamics of state and peace building.
