This monograph is derived from the March 2003 US Army War College conference on "Regional Security Cooperation in the Western Hemisphere." The conference highlighted the need for a structural framework from which individual countries can cooperate meaningfully against contemporary non-traditional and non-military threats to basic security and sovereignty. The authors address regional stability and security issues in Argentina, Brazil, and Colombia. Their analyses suggest a realistic long-term solution requires a hemispheric architecture for cooperatively and effectively managing insecurity and threats to stability.
