This volume demonstrates how the social guarantees approach can be applied to social policy design, delivery and monitoring at the country level, especially in the island states of the Eastern Caribbean. To this end, the authors draw attention to a number of practical considerations. Firstly, the formation of a rights consciousness whereby citizens are regarded as “rights-holders” is advocated. Secondly, the authors argue that the region must foster a greater commitment to legislative amendments and institutional changes that guarantee the social and economic rights of all citizens. Thirdly, it should be recognized that social policy is not merely about the social sector but integrates all of life. Fourthly, the social guarantees approach should be used as a tool and organizing principle to assess, monitor and reform current social programs. Finally, the delivery of social policy should be anchored in the legal, institutional, programmatic and fiscal dimensions and not just programs and projects.
