This paper explores the extent to which intra-regional trade flows in African regional economic communities are constrained by non-tariff barriers (NTBs). Whilst there have been multilateral, regional and bilateral reductions in tariffs among countries and regions, including in sub-Saharan Africa, NTBs can act as important constraints on trade and limit the gains from increased market access through tariff reductions. Based on the results of a quantitative assessment of the impact of NTBs on intra-regional trade, this paper suggests policy measures and steps towards addressing the issue.
