This paper outlines a methodology that reviews how climate change-related expenditures are integrated into national budgetary processes. This methodology comprises of three core aspects. Firstly, the policy priorities and strategies related to climate change are assessed. Secondly, institutional arrangements for promoting the integration of climate change policy priorities into budgetary and expenditure management are reviewed. Finally, the integration of climate change objectives into the budgetary process (budget planning, implementation, expenditure management and financing) are reviewed.
