This paper provides a notional development agenda for the G20 that takes into account the interests of the small Commonwealth states in Africa and in the Caribbean and Asia-Pacific regions. It assumes that small and vulnerable states do indeed have different development priorities from bigger ones, and that the G20 Working Group on Development needs to be aware of them and plan accordingly. The Commonwealth, in turn, should help facilitate the planning process.
