This paper assesses the extent to which Uganda is meeting the Millennium Development Goals (MDGs). It reviews Uganda's policy towards the MDGs and how indicators in the areas of aid, trade and debt have been met and have evolved. This provides background for the subsequent discussion on how the eighth Millennium Development Goal addresses the MDG needs gaps in the country.
