This note examines the new set of indicators and the countries most likely to qualify for the Millennium Challenge Program given modest changes in terms of eligibility. This note uses the MCC’s announced selection process and preliminary data to analyze which countries are most likely to qualify in round two. It does not comment on the selection process per se, as that is the subject of a companion note. The authors emphasize that this analysis represents their best estimate of the countries most likely to qualify, not an official list of the countries that will qualify with certainty.
