At the initiative of Secretary General Anders Fogh Rasmussen, a reform of NATO's partnership policy was launched and a new management structure for the programs became active. Is this reform 'the one', or at least a breakthrough in a difficult debate? Or is it merely a relabeling of partnership tools and only a first step toward a more profound reform?
