This paper looks at the status of Palestinian refugees and argues that the differing views of Israel and the Palestinians over the refugee question cannot be reconciled. According to the author, the Palestinians insist on the right of return for all refugees while the Israeli consensus is that the return of all Palestinian refugees to Israel means "national suicide."
