This study offers a historical record of where the US military was with regard to civil-military cooperation (CIMIC) in the 1990s. The author argues that although progress has been made in this area, much remains to be done. The study concludes with general recommendations for all militaries engaged in humanitarian intervention and specific suggestions for improving the US approach to CIMIC.
