This policy paper examines ways to counteract global violence against women. The authors examine the nature and roots of gender-based violence, and outline the costs of violence against women. They further discuss efforts by the UN and other international organizations to eliminate gender-based violence. The paper concludes with an overview of the further measures deemed necessary to achieve this goal: efficient legal instruments, strong institutions, proper education and training, and the empowerment of women in decision-making processes.
