This monograph discusses the post-9/11 US national security strategy regarding "counterinsurgency". The authors argue that 20th century strategy, operational concepts, organization, and doctrine should not be applied to 21st century insurgency without further refinement. They contend that there are two major variants of insurgency, which it labels "national" and "liberation". Since most existing strategies are derived from US experience with national insurgencies, these need to be adapted when confronting liberation insurgencies. The authors present a number of recommendations regarding a strategy that counters liberation insurgency.
