This paper seeks to explain the different responses of armed forces in several Arab countries during the Arab revolutions of 2011. It focuses on the nature of civil-military relations and the characteristics of the military apparatus of Arab countries. It is argued that the divergent responses of armed forces to the popular uprisings can be explained by two main factors: the degree of institutionalization of the armed forces, and their relationship to society at large.
