This brief discusses how the integration of agricultural trade into the WTO trade regime has influenced the evolution of the European Union’s (EU) Common Agricultural Policy (CAP) through a succession of reforms. The CAP has often been a source of conflict between the EU and its trade partners, first within the General Agreement on Tariffs and Trade (GATT), and then the WTO.
