This paper discusses the USA PATRIOT Improvement and Reauthorization Act. Among its other provisions, it made permanent 14 of the 16 USA PATRIOT Act sections scheduled to expire at the end of 2005. In addition to increasing congressional and judicial oversight of business record, it expands appropriate law enforcement wiretap use to cover more than 20 federal crimes. The authors outlines these mandates as well as numerous other provisions.
