This report describes recent developments in Liberia, which is undergoing a post-conflict transition and peace-building process after its second civil war in a decade. The latter war began in 1999, escalated in 2000, and ended in 2003. This report discusses the post-war situation in the areas of democratic transition, security sector reform, humanitarian conditions and governance.
