This paper examines challenges to the international response to the crisis in eastern Democratic Republic of Congo with a particular focus on the relationship between humanitarian assistance, early recovery and stabilization. It argues that supporting recovery in DRC requires flexible, risk-tolerant programming. All actors involved need to carefully consider the relationship between assistance, security and recovery, and move beyond simplistic assumptions about how peace and stability can be fostered and encouraged.
