This paper argues that Australia is too small in size, mind and political culture to take on a new diplomatic outreach program to the Indian Ocean littoral, except in an ad hoc manner. The only way this approach would be of benefit to Canberra is if it were deliberately tied to US global strategic manoeuvres.
