This monograph examines the insurgency in Iraq that threatens to undermine US goals in the country. The author argues that in order to succeed, US policymakers must understand the internal dynamics of Iraq, including the role of Iraq's Shi'ite clerics. They must also work to gain the cooperation, or at least the passive tolerance, of these clerics and the Shi?ite community at large.
