This study analyzes civil-military relations in five new East Asian democracies: Indonesia, the Philippines, South Korea, Taiwan and Thailand. Each country differs from the others in the pace and trajectory of its civil-military relations, to include the extent it is able to establish and maintain civilian government control. In the latter case, the authors define civilian control as the ability to make decisions autonomously and without undue influence from the military in five specific policy areas – elite recruitment, public policy, internal security, national defense and military organization.
