This testimony states that US has to realize that North Koreans believe they have their own national interests, otherwise the US might fall into the trap of thinking they can force or bribe North Korea into doing what the US wants. Ultimately, progress toward US goals in dealing with North Korea depends not so much on the weight of the force the US bring to bear, e.g. sanctions and UN resolutions, but on how well the US understands the North Korean regime and its views of domestic and foreign policy challenges.
