The author of this speech draws an optimistic picture in the long term but a pessimistic picture in the short term that the nuclear crisis on the Korean peninsula can be resolved. He adds that the challenge for Washington and Seoul will be to focus on how to improve regional security while dealing with their own contentious domestic politics to encourage the North's transition.
