With the changing nature of conflicts, the security dilemma has now become: Why, when, and how to intervene to protect people and prevent egregious human suffering? This monograph provides a brief examination of: 1) the recent evolution of international con¬ventions that contribute directly to the contemporary diplomatic-legal definition of secu¬rity; 2) salient scholarly thinking relating to political-diplomatic-legal principles that have become integral parts of the United Nations and, 3) selected post-Cold War military responses to hege¬monic non-state actors.
