This paper discusses how the Western Balkans could be integrated into NATO and the EU. It reflects on the findings of a workshop held by the Partnership for Peace Consortium entitled 'Integrating the Western Balkans into NATO and the EU: Challenges, Expectations and Needs.' The author argues that the approach adopted by the EU and NATO, which involves setting benchmarks and conditionalities bilaterally with aspiring members, has created some tensions and asymmetries.
