Publication

This document is based on a conference at which the legal problems created by challenges to international humanitarian law (IHL) were discussed. The conference focused on new threats, new actors, and new means and methods of warfare. In addition, it explored ways that the implementation of IHL could be adapted to these new realities and challenges.
