This paper reviews the experience of the Middle East's Arms Control and Regional Security Working Group (ACRS) and identifies the key issues which confronted the group. The paper supplements this with consideration of ideas, which have emerged from 'Track Two' work on regional security that has gone forward since ACRS ended in 1995. It concludes with some thoughts on what all of this experience means in light of the 2010 Nuclear Non-Proliferation Review Conference language on the creation of a regional weapons of mass destruction-free zone.
