Germany’s enthusiasm for widening and deepening the Schengen Area has visibly cooled. This has been interpreted as a sign of the country’s new euroscepticism. The reality is rather different. Berlin’s reassessment of these rather mechanistic processes actually shows a new sense of engagement on behalf of free movement. This engagement is not, however, without its drawbacks.
