This pamphlet sets the context and summarizes the actions taken by the United States and China to address the threat of global climate change. The author’s purpose is not to judge the actions of both countries but to help each country understand the existing activities and accomplishments of the other as a foundation for dialog. It intends to highlight activities that have resulted in concrete achievements. The report is divided into two sections: the first describes the context of climate change action in China and the United States; the second offers a side-by-side analysis of the actions and accomplishments in both countries.
