This paper argues that the establishment of a human rights monitoring mechanism in the Western Sahara would change the conflict dynamics and allow for progress in the negotiation process. A human rights monitoring mechanism, preferably through the expansion of the UN Mission for the Referendum in Western Sahara (MINURSO), could serve as a confidence-building measure and equip third parties with opportunities to bring closer the resolution of the conflict.
