NATO leaders met for a summit in Chicago in May 2012, where they discussed Afghanistan, missile defense and ‘smart defense’ – a plan to encourage allies to work more closely on military capabilities. These are important subjects, but there is a bigger strategic question overshadowing NATO’s future that the summiteers should not avoid: does NATO matter for US defense policy?
