This report analyzes China's New Security Concept (NSC) and assesses its success since its commencement in 1997. The author highlights 'comprehensiveness' as a defining feature of the NSC and shows how the economy, ideology, environment, society, science and technology have arisen to the security agenda. Furthermore, mutual trust and common security are identified as the two basic values of the NSC. The author concludes that the NSC has enjoyed only a partial success.
