This report provides a peer review of the Nuclear Threat Initiative's (NTI) Nuclear Materials Security Index published in January 2012. The Index added to the sense of urgency to secure nuclear materials around the world, and at the same time, ignited debate and controversy with respect to its methodology, findings and rankings. The reviewers critically analyze the variables and methodology adopted by the NTI in tandem with the Index's objectives and findings.
