This paper analyzes Spain's management of temporary migration from Morocco. Temporary migration with repeated stays over the years, commonly from neighboring countries, is one of the types of ‘circular’ migration in the EU which the European Commission proposes to foment. The effective management of such migration from Morocco to Spain has been presented as a model in some international forums. However, other forms of circular migration seen in various EU countries are not addressed and the author proposes ways to broaden the spectrum of circular migration policy and improve its impact on Spain-Morocco relations.
