This policy brief discusses how the EU could use its diplomatic influence to address the fragility of state institutions in the Ivory Coast. The author argues that the EU must move beyond its traditional role as a manager of aid to adopt a more coherent and political country strategy. This would involve dealing with the main drivers of fragility in the Ivory Coast: elite fragmentation, barriers to reconciliation and security sector reform.
